Nevins backed up his 2022 win by polling 23 votes in Monday's vote count.
His second Stephen Dowling Award came after a season where he was also a key member in Inglewood's senior side that made its first finals appearance in 20 years.
Runner up was Marong's Lochie Hale (17) from East Loddon's Jaxon Addlem (16).
